Implement type checking. First round of changes are:
- Added predicates to Type.
- Added predicates to BinExpr.
- Added Check hooks that model the categories for Binary ops.
- Added TypeRef to Expr. Will lazily eval subclasses...
- Misc bug fixes/cleanups.
