[clang-tidy] Add new checker: llvm-prefer-isa-or-dyn-cast-in-conditionals
Summary: Looks at conditionals and finds cases of ``cast<>``, which will assert rather than return a null pointer, and ``dyn_cast<>`` where the return value is not captured.
