Refactor parameter attribute handling: 

  - Add CGCall.h for dealing with ABI issues related to calls.
  - Add CGFunctionInfo and CGCallInfo for capturing ABI relevant
    information about functions and calls.
  - Isolate LLVM parameter attribute handling inside CGCall.cpp
