Fix OSS target name GPUtoNVVMTransforms -> MLIRGPUtoNVVMTransforms 

This unbreaks the `cmake -G Ninja ../llvm -DLLVM_BUILD_EXAMPLES=ON -DLLVM_TARGETS_TO_BUILD="host"`
 in my local OSS build
