[ThinLTO] Move global processing from Linker to TransformUtils (NFC)

Summary:
As discussed on IRC, move the ThinLTOGlobalProcessing code out of
the linker, and into TransformUtils. The name of the class is changed
to FunctionImportGlobalProcessing.
