Add two new functions to the C API: 

 
 LLVMCreateMemoryBufferWithMemoryRange - exposes MemoryBuffer::getMemBuffer
 LLVMCreateMemoryBufferWithMemoryRangeCopy - exposes MemoryBuffer::getMemBufferCopy
