[MIR] Add support for MachineFrameInfo::LocalFrameSize

MFI.LocalFrameSize was not serialized.

It is usually set from LocalStackSlotAllocation, so if that pass doesn't
run it is impossible do deduce it from the stack objects. Until now, this
information was lost.
