Resubmit "[LibFuzzer] Split FuzzerUtil for Posix and Windows."

This resubmits r288529, which was resubmitted because it broke a
fuzzer bot.  According to kcc@ the test that broke was flakey
and it is unlikely to be a result of this patch.
