Driver: Add -std-default= option.

 - This can be used to supply a default value for -std=; the idea is
   that this can be used in conjunction with CCC_ADD_ARGS or
   QA_OVERRIDE_GCC3_OPTIONS to change the default without having to
   modify the build system.
