clang/test/lit.cfg: Improve is_filesystem_case_insensitive() to work properly on cygwin. 

Cygwin does not accept the form /CYGDRIVE/X/PATH/TO/FILE against /cygdrive/X/PATH/TO/FILE.
"cygdrive" must be lower-cased.
