Reinstate r114921, which I've exonerated via a self-host build. 

Centralize the management of CXXRecordDecl::DefinitionData's Aggregate
and PlainOldData bits in CXXRecordDecl itself. Another milepost on the
road toward <rdar://problem/8459981>.
