Set CMAKE_BUILD_WITH_INSTALL_RPATH for Fuchsia runtimes

This doesn't make any difference since we don't use RPATH/RUNPATH
on Fuchsia but it avoids the CMake error when re-linking libraries
while building with Ninja.
