Implement CheckAssignmentOperands(). This includes...

- Adding 6 static member predicates to Type.
- Adding 2 error diagnostics and 3 GCC extensions.
- Adding a "getValue" accessor to IntegerLiteral.

Still more work to do (including implement compound assignments).
