Revert rL334371 / D47980: "[InstCombine] Fold (x << y) >> y -> x & (-1 >> y)" 

test/Transforms/InstCombine/AMDGPU/amdgcn-intrinsics.ll broke,
and i did not notice because i did not build that backend.
