MingW build fixes

- MingW needs -lpsapi (in ${LIBS}) linked after -lLLVMSystem.
  Noticed by Ronald Pijnacker!

- Some parts of the System library must be build with exceptions on windows.
  Based on a patch by Jay Foad!
