Rename ConstantVec -> BUILD_VECTOR and VConstant -> VBUILD_VECTOR. ... 

Rename ConstantVec -> BUILD_VECTOR and VConstant -> VBUILD_VECTOR.  Allow*BUILD_VECTOR to take variable inputs.
