Getelementptrs that are defined to wrap are virtually useless to optimization, and getelementptrs that are undefined on any kind of overflow are too restrictive -- it's difficult to ensure that all intermediate addresses are within bounds. I don't think this causes any significant changes to the output (I compared the assembly, and the results appeared to be essentially unchanged), although I don't actually have an Alpha to test on.
