[flang] enable semantic analysis by default

back out -Mnolargearray default temporarily

Fix C_F_POINTER(SHAPE=) argument check, it can be any kind of integer

Revert default result kind of SIZE() & al. to standard by default

Remove needless usage of -fdebug-semantics
