GlobalISel: Reimplement fewerElementsVectorBasic 

Changes the handling of odd breakdowns, and avoids using
G_EXTRACT/G_INSERT. Pad with undef to a wider size, and unmerge. Also
avoid introducing instructions for the fully undef components.
