[CMake] Include clang-bolt bootstrap target in BOLT-PGO.cmake

Preemptively include clang-bolt target in BOLT-PGO CMake cache file,
in preparation of https://reviews.llvm.org/D139454 to avoid breaking
bolt-x86_64-ubuntu-clang-bolt-lto-pgo buildbot.
