[DAGCombiner][X86] Fold a CONCAT_VECTORS of SHUFFLE_VECTOR and it's operand into wider SHUFFLE_VECTOR

This was showing as a source of *many* regressions
with more aggressive ZERO_EXTEND_VECTOR_INREG recognition.
