[LLD][ELF] - Remove UnresolvedPolicy::IgnoreAll and relative code. NFC.

The code involved was simply dead. `IgnoreAll` value is used in
`maybeReportUndefined` only which is never called for -r.
And at the same time `IgnoreAll` was set only for -r.
