[compiler-rt] [test] Disable MPROTECT on two builtin tests

Introduce a new %run_nomprotect substitution to run tests that do not
work with MPROTECT enabled.  This uses paxctl via a wrapper on NetBSD,
and evaluates to plain %run on other systems.
