[AA] Rename uses of FunctionModRefBehavior (NFC)

Followup to D135962 to rename remaining uses of
FunctionModRefBehavior to MemoryEffects. Does not touch API names
yet, but also updates variables names FMRB/MRB to ME, to match the
new type name.
