[InstCombine] Fold mul nuw+lshr to a single multiplication when the latter is a factor

if c is divisible by (1 << ShAmtC), we can fold this pattern:
lshr (mul nuw x, c), ShAmtC -> mul nuw x, (c >> ShAmtC)
