[clang-tidy] Fix bugprone-bad-signal-to-kill-thread crash when `SIGTERM` is not a literal.

If `SIGTERM` is not a literal (e.g. `#define SIGTERM ((unsigned)15)`) bugprone-bad-signal-to-kill-thread check crashes.
