Revert "[AArch64] Adds SUBS and ADDS instructions to the MIPeepholeOpt." 

This reverts commit af45d0fd.

This causes assertions failures when compiling the Linux kernel. See
https://reviews.llvm.org/D118663 for a reduced reproducer.
