Resubmit "[BitVector] Add operator<<= and operator>>=."

This was failing due to the use of assigning a Mask to an
unsigned, rather than to a BitWord.  But most systems do not
have sizeof(unsigned) == sizeof(unsigned long), so the mask
was getting truncated.
