[PowerPC] Implement the 128-bit vec_[all|any]_[eq | ne | lt | gt | le | ge] builtins in Clang/LLVM 

This patch implements the vec_[all|any]_[eq | ne | lt | gt | le | ge] builtins for vector signed/unsigned __int128.
