[AMDGPU] Add llvm.is.fpclass intrinsic to existing SelectionDAG fp 

class support and introduce GlobalISel implementation for AMDGPU

Uses existing SelectionDAG lowering of the llvm.amdgcn.class intrinsic
for llvm.is.fpclass
