[MC, RISCV] Fixed StringRef Assertion `Index < Length && "Invalid index!"'

Summary:
Handle the case IDVal is an empty string.

This bug was uncovered by a LLVM MC Assembler Protocol Buffer
Fuzzer  for the RISC-V assembly language.
