[cross-project-tests] Make clang optional if not in LLVM_ENABLE_PROJECTS

Also mark debuginfo_tests as UNSUPPORTED if clang can't be found and
remove it from the list of test dependencies if not in
LLVM_ENABLE_PROJECTS.
