Revert "[clang][lit] Make LIT aware of env CLANG_CRASH_DIAGNOSTICS_DIR." 

This reverts commit 02921261.

Reverting because of failures when setting
`CLANG_CRASH_DIAGNOSTICS_DIR` before invoking `ninja check-clang`.
