[DSE,MSSA] Fix crash when using tryToMergePartialOverlappingStores. 

We are re-using tryToMergePartialOverlappingStores, which requires
earlier to domiante Later. In the long run,
tryToMergeParialOverlappingStores should be re-written using MemorySSA.

Fixes PR46513.
