[llvm] Disable LLVM_ENABLE_PER_TARGET_RUNTIME_DIR by default on Arm Linux

Due to the way detecting the hard float ABI is currently
handled, clang fails to find the per target dir.

I am working to fix this but in the meantime disable it by
default on Arm Linux.
