[PowerPC][NFC] Refactor lowerDynamicAlloc

When performing dynamic stack allocation, calculation of frame pointer
and actual negsize can be separated. This patch refactors
`lowerDynamicAlloc` in preparation of supporting
`-fstack-clash-protection` which also has to calculate actual frame
pointer and negsize.
