[VPlan] Remove dead code for scalar VFs in VPRegionBlock::cost (NFC).

The VPlan cost model is not used to compute costs of scalar VFs
currently, as conversion to replicate regions makes accurately computing
the original scalar cost difficult.

Remove left over, dead code.
