Revert "blockfreq: Approximate irreducible control flow" 

This reverts commit r207286.  It causes an ICE on the
cmake-llvm-x86_64-linux buildbot [1]:

    llvm/lib/Analysis/BlockFrequencyInfo.cpp: In lambda function:
