[CGAtomic] Lift stronger requirements on cmpxch and support acquire failure mode

- Fix `emitAtomicCmpXchgFailureSet` to support release/acquire (succ/fail) memory order.
- Remove stronger checks for cmpxch.

Effectively, this addresses http://wg21.link/p0418
