Parse statically defined tracepoint markers from .note.stapsdt section 

Summary:
    Parse statically defined tracepoints(SDT) markers from the ELF file, and store them.
    Add an option to print SDTs (-print-sdt).
    Add test case for parsing and printing SDTs.
