[AMDGPU][MC] Corrected bound_ctrl for compatibility with sp3

Enabled "bound_ctrl:1" and disabled "bound_ctrl:-1" syntax.
Corrected printer to output "bound_ctrl:1" instead of "bound_ctrl:0".
