Reland "Delete sanitizer_common-based ('old') scudo: o7"

This reverts commit 78f786d0.

Internal use cases have been migrated.

This has been on life support for a long time. Now that -fsanitize=scudo
is scudo_standalone, this can be removed.

Tests are sticking around for now to be reused for scudo_standalone
later on.
