[libomptarget][nfc] Only set cuda-path for nvptx tests

Remove --cuda-path=CUDA_TOOLKIT_ROOT_DIR-NOTFOUND
from the invocation of non-nvptx test cases. Better signal
to noise ratio on other architectures.
