[FPEnv][SystemZ] Correct strictfp tests.

Correct a SystemZ strictfp test to follow the rules documented in the LangRef:
https://llvm.org/docs/LangRef.html#constrained-floating-point-intrinsics

This test, like many others, just needed the function definition corrected.
