[mlir] Fix `empty-tensor-elimination` around self-copies (#68129) 

* Fixes #67977, a crash in `empty-tensor-elimination`.
* Also improves `linalg.copy` canonicalization.
* Also improves indentation indentation in `mlir-linalg-ods-yaml-gen.cpp`.
