[DAG] foldLogicOfSetCCs - Generalize and/or (setcc X, CMax, ne), (setcc X, CMin, ne/eq) fold. NFCI. 

Prep work to add support for non-uniform vectors - replace APInt values with using the SDValue ops directly.
