[fir][NFC] Format and make FIROps.td homogenous

This patch has couple of small changes to clean-up FIROps.td.
- Wrap lines that are longer than 80.
- All parser, verifier and printer that are single line are wrapped with double
  quotes.
- Couple of small typos.
