[FPEnv] Small fixes to implementation of flt.rounds

This change makes minor correction to the implementation of intrinsic
`llvm.flt.rounds`:
- Added documentation entry in LangRef,
- Attributes of the intrinsic changed to be in line with other functions
  dependent of floating-point environment.
