cmake: Support overriding Sphinx HTML doc install directory 

Provide ${PROJECT}_INSTALL_SPHINX_HTML_DIR variables (e.g.
LLVM_INSTALL_SPHINX_HTML_DIR) to override Sphinx HTML doc install
directory.
