[AARCH64][SVE] Do not optimize vector conversions 

shuffle_vector instructions are serialized targeting SVE fixed vectors, see
https://reviews.llvm.org/D139111. This patch disables
optimizeExtendOrTruncateConversion peepholes that generates shuffle_vector.
